Question : Dear Sir/Madam, I would like clarification on the procedure to send the application electronically. On page 13 of the Tender Regulations, it says that "Tenderers who have chosen to apply electronically must send a PDF file for each document. Furthermore, all documents must be sent together in a single file, the name of which shall include the name of the contract: 'Marché 66-SE-CMEMS-CALL2'". Does this mean that all the individual PDFs, corresponding to each individual document, must be combined into ONE global PDF file to be submitted, or can all the individual PDFs be grouped into a zip file, for example? This authorozation is chosen in the application letter co-contractor by ticking a box in F. If you tick the second box then the representative is the only one that signs the deed of Commitment |

There is just a paragraph dedicated to the representative and another dedicated to the co-contractors. The co-contractors give mandate to the representative. The representative accepts the mandate. Question : So is just one 03 form for each member. Proceeding from that, I guess that in the representative 03 application, paragraph G (acceptance of the mandate) should be removed. And that subsequent bank details is out of paragraph G, and should be filled by all co-contractors (in their respective application). Is that correct? Another question. Price list has to be attached to Deep of commitment (using the provided form), or delivered separately? One more about doc 13-Price note. This is not listed in Tender regulations, $5.3. How are we supposed to use it? Is it correct that the tenderer group has to produce a single a single Price note (doc 13) indicating the global amount of the offer? Mercator Océan shall agree subcontractors. However, there is no legal link between Mercator Océan and them. The contactor may negociate anything with them but the property of deliverables as explained above. |

Nothing else from what is mentioned in the documents will be required (no timesheets). We will choose the best offers without negotiation and pay the price asked (not necessarily equal or inferior to the cost). |

Question : On page 12 of document 01, regarding document V the Price note (or list): if the principal has not been authorised by the other members of the grouping to sign the grouping's bid, my understanding is that the application file should include a price note signed by all members of the grouping and a price note per member of the grouping for the services that it shall provide personally, which means N+1 price notes, where N is the number of co-contractors. Is this correct? |

Question : We (a UK institute) are subcontractors on a bid to CMEMS Lot 1. We have the choice of either being paid by the lead bidder, or being paid directly by Mercator. Our understanding is that if we are paid directly by Mercator, VAT will be payable by Mercator. More precisely we will have to 'reverse charge' this VAT. This means the VAT is not charged on the invoice, but Mercator's VAT number is displayed on the invoice and a reverse charge statement is made, and Mercator will then have to pay the VAT. Is Mercator prepared to do this? |

Page 12 du document 01 (fr), concernant V Bordereau de prix: si le mandataire n'est pas autorisé à signer l'offre du groupement, je comprends que le dossier doit comprendre (1) un bordereau de prix global signé par tous les members du groupement, et (2) un bordereau de prix par membre "correspondant aux prestations qu'il exécute personnellement", ce qui fait (N+1) bordereaux de prix au total, N étant le nombre de membres du groupement. Est-ce bien ce qui est demandé? |

Question : Bonjour, Regarding the budget we have some questions. In the presentation of "How to apply" that is uploaded it is mentioned a document called "itemized price" that I could not find in the call forms. Could you confirm us that it is not necessary to provide it in this call? In addition, in the item 8 of the Proposal Guidelines states that the budget "should be detailed and described according to the cost items on the price schedule". Could you tell us where we could find this price schedule? Furthermore, in the section "5.3. Documents required in application" of "Tender regulations" document in the last paragraph of price list part says, "each member of the grouping shall provide a list of prices for the services that it shall provide personally or through a subcontractor(s)". Would this apply to all proposals that are not submitted individually? I think that this point is related to form number 13 "Price note" where only the global amount of the offer is included. Therefore, could you tell us where should we include this information? On the other hand, I wanted to know how the subcontracted equipment is incorporated into the technical proposal. For example, should their CVs be added? Could they be included as work package leaders? How is their cost included? Is their budget included in the subcontracting item of the contracting party's budget or do they have to be broken down as if they were another participant? Thanks in advance. |

There no Template for this "price Schedule" which should be called "price table" (problem of translation between French and English). The operational team confirms that they need for each co-contractor the number of time unit by person, their rate, costs forecasts for travel expenses, publications, and fournitures. Again, problem of translation you should read "price note" instead of price list. The price note is global. The detail by co-contractor is included in the deed of commitment The equipments must be indicated in the capacities déclarations. The Cvs are needed in the proposal. All costs are included in the contractor's budget including the subcontractor's cost. |

Our researcher would like to benefit from the financial participation of an outside company but our school must abide by public procurement rules. Question : Good Afternoon, In Relation to Lot 2 of this call we have the following inquiry : As the objective of this lot is to facilitate Data Assimilation with the current CMEMS model which have been identified as a variant of ERSEM, what are the procedures and associated limitations of acquiring this model in order to complete the research in question. A copy of the model or remote access to a compiled and running version of the model would be required in order to then proceed with the data assimilation research. Can you please elaborate on the type of access that can be provided. |

Question : Dear Madams and Sirs, we would like to apply as co-contractor in lot 5 and have been asked by another institute to take part as a sub-contractor for a second proposal in the same lot. In the special conditions of contract (SCC) I found that 'tenderes may only submit one offer by lot'.
