Question : Some questions about the "Signature" of the documents we have to upload. Do we have to "Signer" all the documents we upload? Trying to sign a document with the "Signer" button, an error message occurs - Erreur: Votre certificat ne dispose pas des droit de signature". Could you please advice?

Réponse : Dear Sir, You do not need to sign electronically. Mercator Ocean asked you to sign some documents. Please sign a paper version. Then scan it and add it to the file.

Question : Dear Sir/Madame, with reference to the file template 23_Itemized Price and 24_Price Note, could you please clarify the following: 1) Could you please confirm if the total amount of the offer shall be equal to the sum of A2 + B2 + C2 + D2 + E2, as specified in table S2? 2) if so, could you please confirm the desirable candidate's effort for E2 - First Integration preparation? We noticed that in Itemized Price and Price note templates the % of desirable candidate's effort is only specified for A2 + B2 + C2 + D2, totalling 100%.

Réponse : 1) Yes this is correct. 2) The sentence on the Price Note was not phrased correctly; this is what should have been included. "Maximum indicative percentages of efforts have been provided (4 out of 5 items) as guidance: 40% for A2, 10% for B2, 40% for C2 and 10% for D2".

Question : Could you please confirm that subcontractors can benefit of direct payment from Mercator as stated at point F of the document 05_Subcontracting Declaration?

Question : In "Table 1: List of products currently available for the Mediterranean Sea" at page 28 of 09_en_sow_74_cmems_mfc_med document (MED MFC SoW), compared to the information currently available at the CMEMS website for the biophysics products (http://marine.copernicus.eu/services-portfolio/access-to-products/?option=com_csw&view=details&product_id=MEDSEA_ANALYSIS_FORECAST_BIO_006_006 and http://marine.copernicus.eu/services-portfolio/access-to-products/?option=com_csw&view=details&product_id=MEDSEA_REANALYSIS_BIO_006_008) the following issues are noted: 1. the list of parameters in products MEDSEA_ANALYSIS_FORECAST_BIO- 006-006 and MEDSEA_REANALYSIS_BIO-006- 008 is missing two variables: pH and pCO2; 2. the update frequency of the MEDSEA_ANALYSIS_FORECAST_BIO-006-006 is not daily (D) but it is twice a week. Moreover, for the MEDSEA_REANALYSIS_WAV_006_012; Temporal coverage: 01/01/2006 - 31/12/2016; Data Assimilation: Significant wave height, according to the description in CMEMS-MED- PIT-V2.5, to be released 17 Oct 2017, the product is: MEDSEA_HINDCAST_WAV_006_012; Temporal coverage: 01/02/2006 - 31/12/2015; Data Assimilation: N/A (MEDSEA_HINDCAST_WAV_006_012 is a wave hindcast for the period 01/02/2006 - 31/12/2015 where the Med- waves system is forced with ECMWF 6-hourly analysis winds and is offline coupled with Med-currents reanalysis). Could you therefore confirm that our understanding is correct and that for the call we have to consider that: pH and pCO2 are in the list of parameters of MEDSEA_ANALYSIS_FORECAST_BIO- 006-006 and MEDSEA_REANALYSIS_BIO-006- 008; the update frequency of MEDSEA_ANALYSIS_FORECAST_BIO-006-006 is twice a week and that the last wave product is MEDSEA_HINDCAST_WAV_006_012; Temporal coverage: 01/02/2006 - 31/12/2015; Data Assimilation: N/A?

Réponse : Regarding the first point of the question : "Could you therefore confirm that our understanding is correct and that for the call we have to consider that: pH and pCO2 are in the list of parameters of MEDSEA_ANALYSIS_FORECAST_BIO- 006-006 and MEDSEA_REANALYSIS_BIO-006- 008" Answer: pH & pCO2 variables and are not in the official list of variables covered by CMEMS (cf. http://marine.copernicus.eu/glossary/). Their inclusion - "By the end of 2018" - is covered by REQ-MFC-23. Therefore, for BIO NRT & MYP products, the bidder may propose provision of these variables as additional variables (but they won't be "visible" on Catalogue). Regarding the second point: "that the update frequency of MEDSEA_ANALYSIS_FORECAST_BIO-006-006 is twice a week " Answer: It is expected that the bidder operate by V4 EIS a BIO NRT system with updates at a daily frequency - if he will not, he shall justify why. Regarding the last point : "that the last wave product is MEDSEA_HINDCAST_WAV_006_012; Temporal coverage: 01/02/2006 - 31/12/2015; Data Assimilation: N/A" Answer: Yes. A Catalogue evolution is planned (cf. http://marine.copernicus.eu/services-portfolio/product-improvements/) on October 16th to integrate a hindcast wave product (2006-2015) without data assimilation.

Question : Questions concerning the following two REQ: REQ-MFC-40: which are "the new products made available by TACs"? According to the requirement the MFC should describe the approach for their assimilation. Approaches might be different based on the different data typologies. REQ-MFC-48: the sentence "the Contractor shall adapt the biogeochemical systems to a higher resolution physical model and improvements in the biogeochemical model" is not clear. In particular, do "the biogeochemical systems" refer to A&F and RAN systems? Does the first part of the sentence mean the alignment of physical and biogeochemical model domains? Further, should the required "improvements in the biogeochemical model" refer to those specified in the System Evolution plan?

Réponse : REQ-MFC-40: which are "the new products made available by TACs"? Answer: It refers to the provision of new upstream datasets/products by TACs to the CMEMS catalogue, in the course of the contract. According to the requirement the MFC should describe the approach for their assimilation. Approaches might be different based on the different data typologies. Answer: Methodologies can be quite different depending on the sensor but we are expecting informations about how the system are assessed/prepared/adapted to the provision of additional observations completing the capacity of the assimilation scheme at a given time, and also for new variables available to assimilation (e.g. how you are preparing assimilation of new types of variables/observations expected to be available in the coming years and your capacity to translate this into operations). REQ-MFC-48: the sentence "the Contractor shall adapt the biogeochemical systems to a higher resolution physical model and improvements in the biogeochemical model" is not clear. In particular, do "the biogeochemical systems" refer to A&F and RAN systems? Answer: Yes Does the first part of the sentence mean the alignment of physical and biogeochemical model domains? Answer: Yes Further, should the required "improvements in the biogeochemical model" refer to those specified in the System Evolution plan? Answer: Yes - but do not forget expected evolutions on operations, especially data production (Task 1.1).

Question : For applications transmitted electronically through the online platform, could you please confirm with what type of signature the documents shall be signed? From the online platform it seems that in order to sign the documents the applicant shall need a 'certificate'. Could you please confirm what kind of certificates is needed?

Réponse : You do not have to worry about this certificate, the plateform registers the deposit and creates automatically the certificate.
