Question : For lots 4-8, there arose one more question concerning already existing OMIs. Is it expected that the contractor will take over the updating of the already existing ones? For example, will the contractor be responsible for updating freshwater content and sea ice extent OMIs or only for the NEW OMIs to be defined by the contractor?

Réponse : Only new OMIs to be defined by the contractor will also have to be extended temporally during the contract.

Question : With reference to the 111-R&D-GLO-RAN-CMEMS, considering what is written in 01_EN_tender Regulation, section 6.2 III "attach a selection of CVs made anonymous", could you please confirm if you wish to receive anonymous CVs for the REQ-COO-2 where it sis requested to include a detailed CV for each member of the key staff? Question : Here are some questions with respect to the requirements in Lots 4-8 of tender 114-R&D-GLO-RAN-CMEMS: REQ-OMI-12: ".. New products are defined as products that are not included in the current list of OMIS, nor in the list of those being prepared....". The current OMIs are organized by region and by ECV (SL and OHC). An indicator for an existing ECV (say SL) for a new area (say Mid Latitudes) , will it be considered a NEW or EXISTING OMI? Deliverables OMI-REP-02 and OMI-DAT-02 ask for NEW OMI documentation and data in Q2 2020. The question is: is this a completely new OMI, different from that delivered in 2019 (OMI-REP-01 and OMI-DAT-01)? Or is it an update of first OMI, with most recent data, as well as corresponding updates to reports and figures?

Réponse : 1) An indicator for an existing ECV but for a new area (not already defined in the OMI catalogue, ie European Seas) is considered as NEW. 2) One new OMI per year is expected. We also request that the OMI implemented are updated (extended temporally) at least once a year.

Question : For Lots 4-8, on OMI, the first 2 deliverables are due in Q2 2019. This implies that the first OMI should be completed, with documentation, by that date. This seems unrealistic, in the contract starts in June 2019. Is there a mistake? I take I should read this as 6-months after the begining of the contract. Can you confirm please?

Réponse : Due to delays in the publication of this tender, a 3 months delay (one quarter) should be added to all due dates. For instance all deliverables due by Q2 2019 are due 3 months after the start of the contract, thus by Q3 2019 All efforts made to improve the actual delivery dates of the contract deliverables will be appreciated.

Question : Dear Madam/Sir, I have a question concerning tender 114-R&D-GLO-RAN-CMEMS. The list of deliverables contains two items for Q2 2019 (documentation and data), although the contract start date is 1st June 2019. This seems inconsistent to me. How can there be deliverables at the start date of the contract?

Question : Dear Madam/Sir, There arose a few questions while reading the specifications for lots 5-9 in 114-R&D-GLO-RAN-CMEMS. We kindly ask for clarification of the following issues: 1) Work for these lots includes contribution to the ocean state report (OSR). Does this imply that certain sections of the OSR should be lead by the contractor? Or is it merely expected to contribute to various sections? 2) The deliverables for the concerning lots have several due dates in Q2 2019 (figures, scientific context, data, and contribution to the OSR). Except for the contribution to OSR, it remains unclear what exactly is expected in Q2 2019. Does this concern "only" update figures/text/data for existing OMIs or more than this? 3) Will there be any adpation of the time line depending on the start of the contract?

Réponse : 1) Provided that interesting results are obtained, we expect that the contractor submits (and potentially leads) future sections of the OSR 2 and 3) It concerns updates (temporal extensions) of existing OMIs and also potential new OMIs for 2019. Due to delays in the processing of this tender, the delivery deadlines will be delayed by one quarter. For instance all deliverables due by Q2 2019 are due 3 months after the start of the contract, thus by Q3 2019. All efforts made to improve the actual delivery dates of the contract deliverables will be appreciated.

Question : 2. Lots 9-13: Under 'Purpose' it is stated that the objective of the work is not to produce new reanalyses but to define the ingredients and the differences expected in reanalyses in the three stream periods. However REQ-ST3-5,6,7,8,9,10 , and Deliverables ST3-DAT-01,02,03,04 all appear to require that actual reanalyses for the 1979-2017 period are produced and delivered. There seems to be an inconsistency between the Purpose and the stated requirements and deliverables. Could you clarify this please?

Réponse : For lots 9-13, the main objective is to define and document what has already been produced for this stream 3 period , what is feasible to improve and to design, based on sensitivity experiments or existing reanalysis (already produced), what should be the longest 1/4° global reanalysis. The sentence in the purpose explains that CMEMS funding for these LOTS doesn't cover all the development and production costs of reanalysis over the full period. The idea is that producer of global reanalysis, delivers to Mercator Ocean their products to build this multi system ensemble reanalysis. There is a REQ concerning reanalysis products which must be provided, ideally they should cover the full period but it is not specified in the REQ (it's true that it is in the title of the deliverable). You have to explain in your answer what will be exactly delivered based on existing products and/or based on new reanalysis that you plan to produce.

Question : We have downloded the SoW in French and English, and we have found several inconsistencies: 1) Bi-annual extension of renalysis: Is it every 2 years or every 6 months? We understand it is every 6 months, so perhaps the wording in English should be "Semi-Annual". 2) Date for deliverables RAN-DAT-01, RAD-REP-01 and RAN-REP-02 is Q2 2019 in the French version and Q1-2019 in the English version. Which of the two is the correct one? 3) Correspondance between Figure 2 and table of deliverables is not very clear. What is the colour coding (light blue and light brown?). 4) In Table the time for the new reanalysis for the period 1993-2020 is Q2-2020. In Figure 2 it seems that by 2020 only the interim semi-annual extension is required. 5) The reports RAN-REP-03 and RAN-REP-04 are due in Q1-2020, which seems a bit too early considering the production timelines. Please confirm that these dates are correct.

Réponse : 1) Yes, our objective is to be able to provide temporal extensions of reanalyses every 6 months, starting in 2019. 2) There is an error in the English version but the due date will depend on the starting date of the contract. So at the earlier during Q2 2019. You have to provide in your answer the dates when you deliver all the deliverables. 3) Light blue and light brown are the reanalysis temporal extensions in Interim mode, different colors indicate that it is a new run which starts from a new (reanalysis mode) restart. 4) The monthly temporal extensions are expected in 2020, depending on feasibility for each group we will provide this extension at the beginning or at the end of the year. On figure 2 the monthly extensions start in January 2020 (first light blue square). Two type of extensions are required for the two different types of extensions: - semi-annual extension: for "reanalysis mode" making use of best quality reprocessed input observations and reanalysed forcings -> required starting in 2019 - monthly extensions: in "interim mode", making use of high quality NRT input observations and interim mode atmospheric forcings (ie ERA5 monthly extensions) -> required starting in 2020 when the "reanalysis mode" products are ready, they replace the "interim mode" products previously available. 5) Note that we'll request a series of diagnostics and a synthetic product description to be delivered rather than elaborate reports , following guidelines that will be agreed by Q3 2019. All documentation shall be provided at least 3-month before entry into service, so if we expect to deliver the new reanalysis in Q2 2020 you shall provide all the documentation in Q1 2020

Question : Dear Sir/Madame, with reference to the "GLOBAL OCEANIC REANALYSIS FOR THE GLO MFC - 114-R&D-GLO-RAN-CMEMS", we noticed that the Statement of Work in English (file: 09_EN_SoW_114_R_D_GLO_RAN_CMEMS_def) substantially differs from the French version of the Cahier des clauses Techniques Particulieres (file: 09_FR_CCTP_114_GLO_RAN_CMEMS). In details within the SoW in English paragraph 1.6 is incomplete and the following paragraphs containing the specific REQ of Lots 1, 2 and 3 are missing: 4.1, 4.2, 5.1. 5.2, 6.1, 6.2 Could you please clarify and provide the complete SoW containing all the information contained in the Cahier des clauses Techniques Particulieres?
