Do the stakeholder mapping, user assessment, and the development of user stories need to be done at the European level? Yes, European countries= Member States + contributing states (UK, Norway, Iceland)
For instance, how many European countries are expected to have their stakeholders mapped? There is no requirement regarding the number of countries, but the mapping must include at least 40 stakeholders.
